Do you need a fire sprinkler system in Wales? New builds, conversions and change of use explained
If you're building a new home, converting a property or developing flats in Wales, there's a question you'll need to answer early: does it need fire sprinklers?

In most cases, the answer is yes. Wales was the first country in the world to make sprinklers a legal requirement in new homes. But the rules aren't always well understood, and leaving sprinklers until late in a project can cause costly delays. Here's what you need to know.
What does the law say?
The Domestic Fire Safety (Wales) Measure 2011 gave Welsh Ministers the power to make automatic fire suppression systems compulsory in new and converted homes. It was brought in through the Building Regulations in two stages. Higher-risk residential buildings such as care homes and halls of residence came first, from April 2014. All new and converted houses and flats followed, from 1 January 2016.
In practice, building control will expect a sprinkler system (or another approved suppression system, such as watermist) in your plans whenever the requirement applies.
Which projects need sprinklers?
The requirement generally applies to:
New-build houses and flats, including self-builds
Conversions to residential use, for example a barn, office, chapel or shop being turned into homes
Care homes, sheltered housing and registered group homes
Student accommodation, hostels and other rooms for residential purposes
Changes of use between some residential categories, which can also bring the requirement in
It does not usually apply to hotels, hospitals, prisons or short-stay leisure hostels, which are covered by other fire safety rules.
What about extensions?
An extension to an existing home that doesn't already have sprinklers wouldn't usually trigger the requirement. But if the property already has a sprinkler system, the system will need to be extended to cover the new rooms. That's worth knowing if you're planning a kitchen extension or loft conversion in a newer home.
Does every room need a sprinkler?
Not quite. Some small or low-risk areas can be left out, including:
Bathrooms under 5m²
Cupboards under 2m²
Concealed voids
Garages and similar areas that are fire-separated from the home
Common parts of blocks of flats
Your sprinkler designer will confirm exactly what's covered for your layout.
Can I connect it to the mains?
This is one of the most common questions we get. In Wales, the water company won't guarantee that mains pressure will be enough to run a sprinkler system on its own. Because of that, most systems use a dedicated water tank and pump, or a mains supply with a booster pump. The size of the tank depends on the property, and it needs space, usually in a garage, utility area or cupboard.
That's why it pays to involve a sprinkler specialist at the design stage, not after the plasterboard is up. Planning the tank location and pipe routes early saves time, money and awkward compromises later.

Won't the sprinklers flood my house?
No, despite what the films show. Each sprinkler head works independently and only activates when it detects heat from a fire directly below it. In most house fires, only one or two heads go off. A sprinkler uses a fraction of the water a fire hose does. It controls the fire early, so water damage is far less than the damage from fire, smoke and firefighting.
What standard should my system meet?
Domestic and residential sprinkler systems in the UK are designed and installed to BS 9251:2021. It covers everything from design and water supply to commissioning and annual maintenance. Make sure whoever designs and fits your system works to it, and that you get full commissioning paperwork at the end. Building control will need it, and so will your buyers or tenants.
